Basically, allow some form of organization to the roster list but let the user decide from many options or even allow some form of input from the user.

Allow user to select alternate methods to arranging their roster
my comment was about contact's arranging/sorting in groups:
1. (Current) - Sort online users
2. Sort all users (mine request)
3. Group by presences (your request)
this could be additional entries in Spark menus, so it would be accessible fast.
