Add caching ability to SOCKS5 so that file transfer will "remember" when an address fails, this will help to improve File Transfer performance as we won't be attempting to connect to addresses that fail consistently.

After two failed connection attempts an address will be blacklisted for two hours - this logic maybe changed to be configurable.
