Add a feature to allow new users to be automatically added to a group. This is useful when combined with shared groups so that people can see everyone else that's registered.

This could be handled through the registration plugin. I'll also add user event support to make this and other items in the registration plugin easier to implement.

This is going to be a plugin which means it isn't actually tied to a specific release. However, moving out of 2.1.3 since we're nearing release of that version.

This feature was added to version 1.1 of the registration plugin.
