When you are on /reg-settings.jsp:
#1. selected disabled for change password.
#2. click enabled (text) for anonymous login.
#1 changes back to enabled.

It’s not the only bug with the radio buttons. http://www.igniterealtime.org/issues/browse/JM-1347
