Im setting up a subversion repository for unofficial plugins for those who dont have a good place to put their source. Anyone interested should contact me for details- once I get things set up Ill report back here so people can browse it too.
I'd be interested in it. I think what might make the most sense is have a seperate repository just for community plugins, and do the external link into openfire (like how the gateway repository works) as they get approved.
I personally have 2 somewhat "unofficial" plugins that Id like to get posted somewhere, so I even have some stuff to get the ball rolling with.

I think, to the community, it doesn't matter much where the physical svn storage is. What's more important is that it appears within Ignite Realtime space. It's more like issues of community members' motivations, one-ness/singleton (whatever you may call it) and the like. If you don't mind about your server 'hiding' behind Jive, then like you said, one way to do this is via svn:externals.
There's however some things that perhaps need considerations like what kind of infra, arrangement, setup etc. that you could offer to ensure sustainability, reliability etc. As of now, we can always blame Jive for anything ;-). I don't think they want to assume responsibilities of things beyond their control.

Anyone with a plugin may get access who wants it- just send me a message and we can work the details out in private. Since I have that set up, I would like to announce two plugins:
motd - A simple plugin that announces some message when a user logs in- every time. Very simple, designed with corporate governance in mind (legal banners, etc)
ldapsearch - A replacement for the search plugin that makes extra use of LDAP setups. Allows more complex searching. (Interwise, Inc is sponsoring development of this one)
